I propose to revert to original form of regulation No. 18 in modal adding provision for restricting right of objection in cases you suggest.

Removal of certain Indians from the Colony almost certainly necessary now. Powers can be conveniently included in tentative new defence regulation No. 59A drafted here for evacuation and depopulation as follows :-

(1) Subject to any general or special instructions of the Governor a competent authority may by order require any person to whom this reguletion applies to leave this Colony.

(2) This regulation shall apply to :-

(a) any person who not being a native of this Colony whereof proof shall be upon such person ( here follow mutatis mutandis categories in gection No.12 (2) (a) to

(b) any child under age of 18 years any woman during the absence of any other, person whatever or any member of a class of persons whether ejusdein generis with the foregoing or not and whether a British subject or not to whom the Governor with the concurrence of the S. of S. in the interests of the public safety;defence or efficient prosecution of the war or for continuing supplies and services essential to life of the community may from time to time deem it necessary or expedient that this regulation shell apply-

An order made under this regulation may be made verbally or in writing and may be prescribed for times at which and routes for vessels by which persons are to leave this Colony and places outside this Colony to which persons are to you

(4+) Empower competent authority to delegate his functions:

(5) Follows logically regulation No.4A under Ordinance No. 5 of 1922 in g.n. No. 743 of 29th June 1940. Powers in the the new draft regulation would be used in substitution for powers in Emergency Regulation No. 4A quoted.

Your early approval is sought for enactment of the new draft Defence Regulation No. 59A.
